A native of Ireland, Patrick F. Fagan earned degrees in sociology and psychology from University College in Dublin before coming to Washington, D.C. in the 1970s to pursue further graduate studies at American University in clinical psychology. He has served as a staff member at Montreal Jewish General Hospital and McGill University Medical School, director of the Child and Family Institute, executive vice president of the Free Congress Foundation, legislative analyst for Senator Dan Coats of Indiana, and deputy assistant secretary at the Department of Health and Human Services in the Bush administration. Currently, Mr. Fagan is the William H.G. Fitzgerald Fellow for Family and Cultural Studies at the Heritage Foundation in Washington, D.C.
