On March 18, 2025, Colin McWay of Westport Island submitted formal complaints to the Federal Bureau of Investigation (FBI), the U.S. Attorney’s Office, and the U.S. Department of Justice, Civil Rights Division regarding the Maine House of Representatives' censure of Rep. Laurel Libby.
These complaints detail serious concerns about constitutional violations, overreach of legislative authority, and the disenfranchisement of Rep. Libby’s constituents.
The complaint alleges that the legislative majority significantly overstepped their rule-making authority in their censure and, in doing so, violated the Supremacy Clause of Article VI, and the First Amendment of the U.S. Constitution. Their actions raise troubling questions about the abuse of power and the erosion of fundamental civil rights protections guaranteed by federal law.
The complaint urges federal authorities to investigate and to impanel a grand jury to determine whether government officials engaged in coordinated efforts to suppress political opposition and violate constitutional rights. Immediate action is necessary to uphold the rule of law and ensure that elected representatives can fulfill their duties without unlawful interference.
As evidence of the complaint, a copy of the legislative action and vote was submitted as an attachment to the complaint.
The following Codes, along with others, were cited in the complaint: 18 U.S. Code § 241 - Conspiracy against rights, 18 U.S. Code § 242 - Deprivation of rights under color of law, 18 U.S. Code § 245 - Federally protected activities
