Taxpayer-Funded USAID Nonprofit Teaches Maine’s Illegal Aliens How to Avoid Trump’s Deportation Program

A Maine-based nonprofit funded entirely by U.S. taxpayers is using its social media presence to teach illegal aliens tips and tricks for evading Immigration and Customs Enforcement (ICE) agents in Maine.

The nonprofit, Presente! Maine, is funded almost entirely by government grants, which means taxpayers are footing the bill for the Spanish-language activists’ efforts to undermine the Trump Administration’s enforcement of long-standing federal immigration laws.

According to publicly available tax documents, Presente Maine’s 2022 Form 990 tax document indicates gross receipts of $1,431,085 and government grants totaling $1,424,520.

According to an analysis performed by DataRepublican.com, much of Presente Maine’s taxpayer funding can ultimately be traced back to groups affiliated with the controversial U.S. Agency for International Development (USAID).

President Donald Trump and his wingman billionaire Elon Musk have caused great consternation this week among leftists who rely on forced contributions from taxpayers by pausing all USAID payments.

But it’s unclear whether or how quickly this will result in Presente Maine closing its doors. It’s also unclear whether Presente Maine is an actual entity or an astroturf group — that is, an organization that exists only on paper to serve as a means of creating the appearance that activists support a cause backed by the effort’s funders.

In Presente Maine’s case, the USAID Funding flows through a complicated web of nongovernmental organizations (NGOs), like 501(c)3 charities, 501(c)4 activist groups, and foundations.

The two funding streams begin with the Consortium for Elections and Political Process Strengthening — the recipient of $165 million in taxpayer dollars in the most recent year — and the National Endowment for Democracy — the recipient of $362 million in the most recent year.

Those dollars then flow through a panoply of benignly named organizations, including the Pact Inc, Freedom House, East-West Management Institute, World Resources Institute, Justice Innovation Inc., Internews Network, Global Communities, Save the Children Federation Inc, World Vision Inc., New America Foundation, the Tides Center, and more.

Presente Maine’s direct contributions come from Impactassetinc, Feeding America, and the Maine People’s Resource Center (EIN: 22-2586108), which is the 501(c)3 arm of the Maine People’s Alliance, a controversial left-wing political group that employs State Sen. Mike Tipping (D-Penobscot).

Additional funding for the Maine People’s Resource Center came, most recently, from the bill co-sponsored and supported by Maine’s Democratic U.S. Reps. Jared Golden and Chellie Pingree.

As part of the so-called “Inflation Reduction Act,” Pingree and Golden helped steer $500,000 in non-USAID taxpayer dollars to the progressive activist organization, which proceeded to campaign aggressively for their re-elections in 2024.

In addition to money appropriated to them by Democratic politicians who benefit from their political activism, the Maine People’s Resource Center — and, by extension, Presente Maine — have also received considerable support from the Windward Fund, one of several dark-money slush funds operating under the auspices of Arabella Advisers.

As the Maine Wire has detailed extensively, the Arabella Network of progressive dark money-funded organizations are among the most influential political animals in Maine, wielding vast influence over the Maine Democratic Party and the legislative process in Augusta.

The apparent conflict of interest was reported exclusively by the Maine Wire and hardly mentioned news outlets like Maine Public which, as luck would have it, is also a taxpayer-funded organism that benefits from USAID dollars.
