The Rockland Police Department announced on Tuesday that their officers will now be equipped with a new Kevlar cord restraint device, designed to control subjects and de-escalate situations in a less painful fashion than with tasers or pepper spray.

The Kevlar cord device, called the “BolaWrap,” is manufactured by WRAP Technologies as a de-escalation tool for use in situations where a subject is experiencing a mental health crisis, is a danger to themselves or others, or is evading arrest.

When deployed, the BolaWrap shoots out a Kevlar cord with anchors, and wraps around the subject’s arms or legs, restricting their movement and allowing officers to detain the subject.

Rockland Police hosted WRAP Technologies for a demonstration of the BolaWrap device in 2022, and were impressed by the device’s capabilities and ability to control a subject without the use of pain compliance.

Rockland Police said Tuesday that they have secured funding to purchase and begin equipping their officers with the BolaWrap.

Officers will also receive comprehensive and yearly training with the device, including a detailed classroom session, hands-on exercises and exposure, police said.
